The CSCE in Transition

THE END OF THE POSTWAR PERIOD in Europe was marked by the second summit meeting of the participating states of the Conference on Security and Cooperation in Europe (CSCE). The Charter of Paris for a New Europe, signed at the summit, reflects a wide range of common values now shared by all CSCE countries. It contains guidelines for future efforts within the Helsinki Process and provides an unprecedented set of new CSCE institutions.

Agreement was reached on holding biannual meetings of heads of state or government. A council consisting of ministers of foreign affairs is meeting at least once a year. The Committee of Senior Officials is preparing the work of the council. The small CSCE Secretariat is situated in Prague, the Conflict Prevention Center in Vienna, and the Office for Free Elections in Warsaw.

Decisions on the establishment of new pan-European structures have become the subject of comment in various countries, and the emergence of a new "superstructure" in Europe, designed to replace the still existing blocs and become the foundation of a system of collective security, is also a topic of speculation. Nevertheless, the CSCE summit put forward more questions than answers. It provided for new mechanisms of multilateral cooperation, but as of this writing, it is still unclear whether these mechanisms really will become the core of a new European architecture. The Charter of Paris formally opened a period of transition and adjustment of the CSCE to the dramatic changes without having defined its final place in the emerging "great Europe." It is clear that the Helsinki Process will evolve, as will Europe itself. The end of this evolution and the implementing of the new features of the CSCE will depend both on long-term trends of European developments as well as on the model of European security and cooperation that may result from recent and future developments.
